Measures to Nurture Young Talents

The CPC Central Committee and the State Council have jointly released a set of measures to strengthen the cultivation and utilization of young scientific and technological talents.

The practical measures involves ideological guidance, research support, career development, life insurance, and physical and mental health care for young scientific and technological talents.

In terms of ideological guidance, the measures encourage young talents to promote the spirit of Chinese scientists and conduct research in the practice of economic and social development.

To provide better research support for young talents, the measures propose to expand funding from central universities and non-profit research institution, and implement a dynamic distribution mechanism based mainly on performance evaluation.

In addition, the measures call for bold utilization of young talents in major national scientific and technological tasks, core technology breakthroughs, and emergency scientific and technological breakthroughs. They also encourage interdisciplinary collaboration and provide support from the National Natural Science Foundation of China.

The measures also promote establishing independent research projects for young talents in national science and technology innovation bases and emphasize the importance of appointing young talents in significant research positions.

To support the development of young talents, the measures seek to improve the postdoctoral training mechanism in the natural sciences, engage young talents in decision-making and consultation, enhance the independent evaluation ability of talents in research institutions, and reduce the non-research burden on young talents.

Regarding international scientific and technological exchanges and cooperation, the measures support young talents' cooperative research abroad, and encourage young academic leaders to organize international academic conferences.

The measures also emphasize the need to create a favorable research environment by enhancing young talents' salary and benefits, safeguarding their basic rights, and resolving education and housing problems.

Outstanding young scientific and technological talents have become the main force of technological innovation in emerging industries. Nurturing young scientific and technological talents is crucial for China to achieve sci-tech self-reliance and self-strengthening at higher levels.
